So apparently, the mayor of the town of Bogota, New Jersey, objects to having billboards in Spanish in said town.

Um, the hell?

He's the mayor of a town that shares its name with the capital city of a Spanish-speaking country, and he's dismayed (and surprised?) that there might be people who speak Spanish around? It seems that he's so worried about new immigrants to have forgotten that perhaps there is a population of Spanish-speaking people who have been around for a very long time and who may have preserved their own culture even while assimilating to American culture. Because god forbid anyone in this country of immigrants remember their roots.
